(1) Each local level that has classified land use areas according to rules 5 and 6 shall formulate a land use plan in accordance with Section 6 of the Act to implement the land use program.
(2) Ministries and provincial governments may conduct programs of concessions and facilities necessary to encourage the work of formulating land use plans.
